France taxes rich and business to slash deficit

PARIS (Reuters) - President Francois Hollande's Socialist government unveiled sharp tax hikes on business and the rich on Friday in a 2013 budget aimed at showing France has the fiscal rigor to remain at the core of the euro zone.

The package will recoup 30 billion euros ($39 billion) for the public purse with a goal of narrowing the deficit to 3.0 percent of national output next year from 4.5 percent this year - France's toughest single belt-tightening in 30 years.

But with record unemployment and a barrage of data pointing to economic stagnation, there are fears the deficit target will slip as France falls short of the modest 0.8 percent economic growth rate on which it is banking for next year.

The budget will also disappoint pro-reform lobbyists by merely freezing France's high public spending rather than daring to attack ministerial budgets as Spain did this week in a bid to avoid the conditions of an international bailout.

"This is a fighting budget to get the country back on the rails," Prime Minister Jean-Marc Ayrault said, adding that the 0.8 percent growth target was "realistic and ambitious".

"It is a budget which aims to bring back confidence and to break this spiral of debt that gets bigger and bigger."

With public debt at a post-war record of 91 percent of the economy, the budget is vital to France's credibility not only among euro zone partners but also in markets which for now are allowing it to borrow at record-low yields under two percent.

The government said the budget was the first in a series of steps to bring its deficit down to 0.3 percent of GDP by 2017 - missing an earlier target of a zero deficit by then.

Of the total 30 billion euros of savings, around 20 billion will come from tax increases on households and companies, with tax increases already approved this year to contribute some 4 billion euros to revenues in 2013. The freeze on spending will contribute around 10 billion euros.

FEARS OF EXODUS

To the dismay of business leaders who fear an exodus of top talent, the government confirmed a temporary 75 percent super-tax rate for earnings over one million euros and a new 45 percent band for revenues over 150,000 euros.

Together, those two measures will bring in around half a billion euros. Higher tax rates on dividends and other investments, plus cuts to existing tax breaks will bring in several billion more.

Business will be hit with measures including a cut in amount of loan interest which is tax-deductible and the cutting of an existing tax break on capital gains from certain share sales - moves worth around four billion and two billion euros each.

Four months after he defeated Nicolas Sarkozy, Hollande's approval ratings are in free-fall as many French feel he has been slow to get to grips with the economic slow-down and unemployment at a 10-year high and rising.

Data on Friday confirmed France posted zero growth in the second quarter, marking nine months of stagnation, as a pickup in business investment and government spending was offset by a worsening trade balance and sluggish consumer expenditure.

Despite a rise in wages, consumers - traditionally the motor of France's growth - increased their savings to 16.4 percent of income from 16.0 percent a year earlier. In another setback, other data showed consumer spending dropped 0.8 percent in August.

"Altogether the data paint the picture of a stagnating economy," said BNP economist Dominique Barbet.

BNP Paribas economist Helene Baudchon said the deficit was likely to come in above 3.0 percent due to the weak growth outlook. "As things stand, achieving a deficit of 3.3 percent would in itself be a remarkable outcome," she said.

Spain to release bank audits after austerity cuts

(AP) ? Spain is set to reveal how much trouble its banking system is in when it releases the results of audits of 14 lenders.

The results will also help the country decide how much money it will tap from a ?100 billion ($128 billion) loan facility to prop up the country's financial sector.

The announcement Friday afternoon comes a day after Spain outlined plans to cut spending and raise taxes to convince financial markets it is on track to reduce its bloated deficit. Many analysts believe the budget is part of preparations for another financial lifeline to help the country reduce its high borrowing costs.

The Moody's Investor Services ratings agency is also expected to issue a report that some analysts believe will reduce Spanish bonds to junk status.

Twilio's Biggest Partnership Yet: AT&T Will Resell Its Cloud Telecom ...

Twilio?s business is getting a huge boost today, as AT&T has just announced it will resell the startup?s voice and SMS API and apps as the ?AT&T?Advanced Communications Suite.? Businesses can buy survey tools, ad-hoc workgroup messaging and calling, appointment reminder services, or build directly on the Twilio API.

The partnership has been a year in the making and will get Twilio in front of a big potential client base of AT&T SMB and enterprise customers. Along with its $34 million in funding, the AT&T deal will continue fueling Twilio as it rockets to the top of the emerging cloud telecom industry.

Previously, businesses that needed to run surveys, set up SMS shortcodes, run teleconferences, or send appointment reminders might have had to build their own technology, or rely on inefficient human call centers. Meanwhile, existing customers might have had to go outside of AT&T if they wanted to license tools for these purposes.

Now AT&T customers can get self-serve access to efficient Twilio-powered tools integrated into their existing telecom service. Next in the pipeline are more ACS apps and improvements, including cross-carrier enablement so apps can run on any network, and video conferencing.

Twilio recently crossed the 100,000 developer mark on its platform and this deal should make scoring those next 100,000 easier. The space is exploding, as businesses ditch old analog technology and call centers for APIs, and AT&T could help Twilio compete with mBlox, an older company in the cloud telecom space.

Urban coyotes never stray: New study finds 100 percent monogamy

Coyotes living in cities don't ever stray from their mates, and stay with each other till death do them part, according to a new study.

The finding sheds light on why the North American cousin of the dog and wolf, which is originally native to deserts and plains, is thriving today in urban areas.

Scientists with Ohio State University who genetically sampled 236 coyotes in the Chicago area over a six-year period found no evidence of polygamy - of the animals having more than one mate - nor of one mate ever leaving another while the other was still alive.

This was even though the coyotes exist in high population densities and have plenty of food to eat, which are conditions that often lead other dog family members, such as some fox species, to stray from their normal monogamy.

To cat around, as it were.

"I was surprised we didn't find any cheating going on," said study co-author Stan Gehrt, a wildlife ecologist with Ohio State's School of Environment and Natural Resources. "Even with all the opportunities for the coyotes to philander, they really don't.

"In contrast to studies of other presumably monogamous species that were later found to be cheating, such as arctic foxes and mountain bluebirds, we found incredible loyalty to partners in the study population."

The study appears in a recent issue of The Journal of Mammalogy.

The loyalty of coyotes to their mates may be a key to their success in urban areas, according to Gehrt.

Not only does a female coyote have the natural ability to produce large litters of young during times of abundance, such as when living in food-rich cities, she has a faithful partner to help raise them all.

"If the female were to try to raise those large litters by herself, she wouldn't be able to do it," said Gehrt, who holds appointments with the university's Ohio Agricultural Research and Development Center and Ohio State University Extension. "But the male spends just as much time helping to raise those pups as the female does."

Unlike the males of polygamous species, a male coyote "knows that every one of those pups is his offspring" and has a clear genetic stake in helping them survive, Gehrt said.

The research was done in Cook, Kane, DuPage and McHenry counties in northeast Illinois. All are in greater Chicago, which is home to about 9 million people and is the third-largest metropolitan area in the U.S.

It's also home to an estimated 1,000 to 2,000 coyotes. Gehrt has previously said he "couldn't find an area in Chicago where there weren't coyotes."

"You've got lots of coyotes in this landscape," said senior author Cecilia Hennessy, who conducted the study as a master's degree advisee of Gehrt and is now a doctoral student at Purdue University in Indiana. "You've got territories that abut each other. And coyotes can make long-distance forays. So you'd think, based on previous investigations of dog behavior, that cheating would be likely.

"But to find nothing, absolutely nothing, no evidence whatsoever of anything that wasn't monogamy, I was very surprised by that," she said.

The finding came through a wider study of Chicago-area coyotes that Gehrt has led since 2000. As the largest study ever on urban coyotes, it's a long-term effort to understand the animals' population ecology, how they adapt to urban life and how to reduce their conflicts with people.

"A powerful part of the new paper is that we have long-term field work, behavior observations, to accompany Cecilia's genetic work," Gehrt said. "So many genetic studies only analyze samples but know very little about their subjects, whereas we follow these individuals nearly every day and often to the completion of their lives. It's a nice mesh of lab and field work."

The scientists used live traps - either padded foothold traps or non-choking neck snares - to catch the coyotes for the study, although pups were simply dug from their dens and held by hand. Small blood and tissue samples were taken from all the animals. The adults, which were anesthetized, also were fitted with radio-collars for tracking their movements and ranges. Afterward, all the coyotes were released where they were caught.

Later, Hennessy, who previously was a plant genetics technician and biology major at the University of Cincinnati, used genetic techniques in the lab to test the animals' DNA and determine their family trees.

Coyotes maintain monogamy through long-term pair bonding, a term meaning an animal stays with the same mate for more than one breeding season, and sometimes for many.

A male coyote, for his part, practices diligent mate guarding - keeping other males away from the female.

During estrus, which is the time when the female can become pregnant, the pair "will spend all their time together - running, finding food, marking their territory. They'll always be right at each other's side."

"We've been able to follow some of these alpha pairs through time, and we've had some of them stay together for up to 10 years," Gehrt said. "They separate only upon the death of one of the individuals, so they truly adhere to that philosophy, 'Till death do us part,' " Hennessy said.

What's Happening at the Virginia Discovery Museum?


We?re busy as bees here at the Virginia Discovery Museum! We are so excited to show you all of our
changes when we reopen on Friday.

Thanks to the hard work of our staff and volunteers, we?re adding fun new educational elements to our
Virginia Heritage area. We know that our young visitors have enjoyed the animals in our stable, and now
they will have a chance to learn more about them. What does a pig, donkey, or chicken feel like? You?ll
soon find out.

An apple orchard is sprouting in our back gallery! Staff and dedicated volunteers are readying our
orchard just in time for this perfect fall weather. One thing unique about these apples ? you can pick
them again and again.

We can?t wait to unveil our new ?Little Charlottesville!? If you?ve loved dress-ups at the museum in the
past, we?ve got some wonderful surprises in store for you.

Our staff members have been working tirelessly to make these changes happen. Covered in paint
smudges from nose to toes, they have so much to keep in mind ? all of these renovations must be fun,
educational, and safe for little ones. The most important project occurs near the end of renovations:
making sure that all those little nails and screws have found their way back to the tool boxes! Wood is
sanded and rough edges are smoothed before opening day.

Our open studio, normally filled with craft materials and art projects, is home to our supplies for all of
these renovations. It is here that staff members keep tools and paint organized. Need a pencil, tape
measure, drill, or paintbrush? The Open Studio is like a mini hardware store this week.

With all of the fabulous murals going up on our walls, the museum has never been more fun and
colorful. These murals will be wonderful inspiration for all of budding artist visitors we love so much.

Closing to the public also gives us a chance to do some really deep cleaning. Our hallway is being
powerwashed and sealed.

Thanks for your patience as we undergo our most extensive renovations in recent memory. We hope to
see all of our museum friends on opening day!

World stocks dive as growth pessimism mounts

(AP) ? Global stock markets dived Wednesday after pessimism about global growth prospects sparked Wall Street's worst sell-off in three months.

Comments by a regional Fed official triggered the selling on Wall Street that spread around the world and added to a phalanx of other investor concerns. Crude oil dived and the euro weakened as investors fled to the safety of the dollar.

In early European trading, France's CAC 40 dived 1.8 percent to 3,451.71 and Germany's DAX tumbled 1.4 percent to 7,323.02. The FTSE 100 index of leading British companies fell 0.9 percent to 5,807.13.

U.S. stocks were poised to fall again. Dow futures were down 0.1 percent to 13,391.00 and broader S&P 500 futures fell 0.1 percent to 1,435.90.

Charles Plosser, president of the U.S. Federal Reserve's Philadelphia branch, told an audience that the Fed's efforts to support the world's biggest economy would likely fall short of its goals. That soured sentiment and sent Wall Street lower Tuesday.

Global stocks had risen earlier in the month as the Fed and other central banks came up with measures to boost sluggish growth. But optimism stemming from those moves has faded. Central banks had already bathed economies in massive stimulus through low interest rates and bond purchases but the world is still struggling to eke out growth, highlighting the limits of monetary policy.

Japan's Nikkei 225 stock average closed down 2 percent at 8,906.70 and Hong Kong's Hang Seng dropped 0.8 percent to end at 20,527.73. South Korea's Kospi shed 0.6 percent to 1,980.44 and Australia's S&P/ASX 200 fell 0.3 percent to 4,361.60. China's Shanghai Composite Index shed 0.6 percent to 2,004.17.

Benchmarks in Taiwan, Singapore, Indonesia, the Philippines, New Zealand and India also slid.

Tension between China and Japan, which are the world's second and third-biggest economies, has also knocked sentiment because of the risk it will affect trade.

Investors in Hong Kong and mainland China were also staying on the sidelines ahead of major holidays next week. Many wondered whether Chinese central bank authorities would policy changes during the holidays, as they often do.

As mainland China prepares for an eight-day holiday next week, "investors are gloomy over the economic outlook, and are worried about slower economic growth together with higher inflation," said Peng Yunliang, a Shanghai-based analyst.

In Tokyo, shares of export-reliant companies were sold on worries about the global economy and the continued strength of the yen.

Masahiro Yamaguchi, a vice president at Mizuho Securities Co. in Tokyo, said auto and other export issues were getting hurt because of worries about a slowdown in China, as well as the possible negative impact on exports from a simmering territorial dispute with China over tiny islands.

"It's about the China risk," he said. "The monetary policies are likely helping keep the drop in check, but they weren't enough to keep the rise going."

In currencies, the euro fell to $1.2852 from $1.2898 in late trading Tuesday. The dollar fell to 77.62 yen from 77.70 yen.

Benchmark crude was down 75 cents at $90.61 in electronic trading on the New York Mercantile Exchange.

According to a recent global survey on the causes of data loss, Kroll Ontrack, the leading provider of data recovery, information management and legal technology products and services, found 40% of home, business, government and channel users of information technology believe human error is the leading cause of data loss, up from 11% in 2005. While hardware and software errors still account for a significant amount of believed failures, this result illustrates the perceived complexity associated with implementing and maintaining today?s storage technology.

Kroll Ontrack questioned more than 2,000 participants from 17 countries across North America, Europe and Asia Pacific to clarify the cause of their most recent data loss, and a staggering 40% of respondents believed that human error was a leading cause, even though only 27% said they could really attribute a recent loss to human error. A further 29% identified hardware/system failure as the cause of their most recent data loss, which was reported as the cause of data loss by 56% of respondents in a similar survey in 2005. Despite the reported decline in hardware/system failures, UK Ontrack Data Recovery engineers have seen consistent percentages in hardware failures over the past five years.

Data loss attributed to computer viruses and natural disasters remained honestly low. In the 2010 survey, computer viruses accounted for less than 7% of recent data loss incidents, compared to 4% in 2005. Similarly, natural disasters were responsible for 3% of incidents in 2010, versus 2% in 2005.

?While technology and technology aptitude continue to improve year over year, the reality is that hardware failures, as well as human errors, continue to be factors,? said Robert Winter, chief engineer, Ontrack Data Recovery, Kroll Ontrack. ?No one factor can ever truly be overcome, making data loss a reality. Consequently, it is not a matter of if, but rather a matter of when. As a result, businesses and home users alike cannot rely on hope as their strategy. Instead, they must take proactive measures to ensure the individuals operating the storage system have current training, working redundancies and a continuity plot that is current and accessible in the event of a loss.?

Surprisingly, while more than 90% of those surveyed have lost information, 18% ?did not know? how their data loss occurred. Documenting women's experiences with chromosome abnormalities found in new prenatal test

ScienceDaily (Sep. 21, 2012) ? We often hear that "knowledge is power." But, that isn't always the case, especially when the knowledge pertains to the health of an unborn child, with murky implications, at best. A new study, led by researchers from the Perelman School of Medicine at the University of Pennsylvania, begins to document this exception to the general rule.

Barbara Bernhardt, MS, CGC,a genetic counselor at the Hospital of the University of Pennsylvania, and colleagues contacted a small group of women who are participating in a larger Columbia University study investigating the use of a genetic test called a DNA microarray to identify the possibility of prenatal chromosomal abnormalities. Bernhardt is also co-director of the Penn Center for the Integration of Genetic Healthcare Technologies.

The study's goal: To document a woman's experience upon learning that her child's genetic material contained chromosomal abnormalities. The women's responses to this type of news were mostly negative, ranging from saying they "needed support" after getting the results to describing the results as "toxic knowledge," that they wish they hadn't received.

DNA microarrays represent a relatively new approach to genetic testing. Classically, chromosomal abnormalities are detected with karyotyping, which uses DNA staining and microscopy to identify such large-scale abnormalities as trisomy 21, associated with Down's syndrome. Yet the technique lacks the resolution to detect smaller -- yet still significant -- chromosomal changes.

That's where DNA microarrays come in. Microarrays use an array of DNA "probes" to search for matching bits of DNA from across the genome. In theory, if a piece of DNA is missing or duplicated, that change can be detected on a microarray, even if it is too small to be detected by karyotyping.

DNA microarrays are often used by physicians following birth to identify chromosomal abnormalities in children with unexplained developmental delays or congenital defects. However, the technique is also being applied prenatally. The problem, though, unlike some genetic changes that definitely lead to disease, is that the significance of the changes DNA microarrays identify (called copy-number variants) isn't always clear. Nor is it necessarily obvious what actions parents, doctors, and genetic counselors should take in light of the findings.

Bernhardt set out to document the experiences of women receiving such information. Of the 4,450 women enrolled in the Columbia University trial, Bernhardt and her team selected 54 who had received chromosome microarray results that showed abnormalities in the previous six months. Of those, they interviewed 23 regarding the subjects' recollections of their informed-consent discussions, genetic counseling, test results, and follow-up.

The team identified five "key elements" that describe the women's experiences:

  • "An offer too good to pass up." Many of the women accepted the offer for testing because it was offered at no cost and posed no additional risk to them or their unborn child. Yet they did so without necessarily considering the potential significance and ambiguity of the information they could receive.
  • "Blindsided by the results." Women reported being caught off-guard by the microarray data, which generally arrived one to two weeks after preliminary (and seemingly normal) karyotype information.
  • "Uncertainty and unquantifiable risks." Women had difficulty making sense of the test results, as copy-number variants are often of either uncertain clinical significance, or produce a wide array of possible developmental outcomes. As a result, the women's time-critical and emotionally charged decisions about whether to terminate a pregnancy, for instance, were complicated.
  • "Need for support." The women reported needing support from counselors, spouses or partners to digest and consider the information they had received and to make critical decisions regarding their pregnancies.
  • "Toxic knowledge." The women noted that in many cases the array results constituted "toxic knowledge" that they, in retrospect, wish they hadn't learned, because it negatively impacted their pregnancy, birth, and postnatal experiences. As Bernhardt describes it, "They watch their babies like hawks, ? always waiting for the other shoe to drop."

According to Bernhardt, chromosomal microarrays pose the same ambiguities after birth as prenatally. The difference is that postnatal testing is done because the child already exhibits an unexplained abnormality, and physicians hope the test can pinpoint its cause. "But when you find [an abnormality] in a fetus it puts the woman and couple into a tailspin because they have no clue what to expect," she says. "And the couple is immediately faced with whether or not to terminate the pregnancy."

The take-home message, Bernhardt says, is that genetic counselors must be prepared to spend more time with parents to help them explore their reasons for wanting microarray testing. Counselors also need to emphasize to parents the potentially ambiguous nature of the microarray results, how to consider potential responses, and how to make the best decisions they can based on both available scientific data and the clients' beliefs.

The study, "Women's experiences receiving abnormal prenatal chromosomal microarray testing results," was published online September 6 in the journal Genetics in Medicine. Additional authors include Penn researcher Danielle Soucier; as well as Karen Hanson, Melissa Savage, and Ronald Wapner from Columbia University College of Physicians and Surgeons; and Laird Jackson, Drexel University College of Medicine.

All eyes in the packed courtroom were trained on the door just to the left of the jury box. The feeling was tense as we waited to get our first look at the man suspected of committing one of the worst mass shootings in modern-day American history.

Perched on my tippy toes, I quickly scribbled in my reporter's notebook as James Holmes was escorted into the room.

"Armed deputies in royal blue."

"Looked down ? shackled in front."

"Maroon jumpsuit, curly red hair."

Three days earlier, 12 people were killed and 58 others wounded when police say Holmes went on a shooting rampage during a sold-out showing of Batman "The Dark Knight Rises. Some reported that Holmes told arresting officers he was "The Joker," the infamous villain from Batman movies.

In court, it appeared he was trying to look the part. His wavy hair was dyed a cartoonish orange-red. He appeared dazed. His eyes opened and closed often. His head bobbed.

Now eight weeks later, a contrastingly different Holmes arrived in court. Gone is the dyed hair and mutton chop sideburns.

Reporters at Thursday's hearing said the 24-year-old former neuroscience student looked around the room at lawyers and journalists, smiled, and seemed to follow the courtroom conversation. The Associated Press also wrote that he appeared to be moving his mouth but not actually talking.

At least one family member receiving updates about Holmes from the courtroom told the AP that the alleged gunman's demeanor was an act to appear mentally ill.

"He's just putting on a show," said Greg Medek of Aurora, whose daughter Micayla, 23, died in the shooting. "I don't think he's crazy. He's just evil."

Brown told reporters ?it was an eerie feeling to touch the flesh of a large 40-foot whale ? but I felt completely safe with the whale.? ?Over time it seemed that was swimming away from all the ropes and buoys tangled with him.? ?And very slowly and went away stunned.?

While authorities say it is an act that should not be done ever, admitted that this act of bravery earned a good result for the whale.

Eliana Girard and Chehon Wespi-Tschopp were named the winners during the two-hour season nine finale on Tuesday after receiving the most number of votes. The 21-year-old Girard and 23-year-old Wespi-Tschopp were each awarded the $125,000 prize and will appear on the cover of?Dance Spirit?magazine.

Sure the XF1's nice to look at, but the real star of Fujifilm's 2012 Photokina lineup has to be the X-E1. The X-Pro1's little sibling offers up most of the functionality of its bigger, pricier brother -- save for its inclusion just an electronic viewfinder -- into a body that's roughly a third smaller. That said, this is hardly a compact mirrorless -- the X-E1's still got a bit of girth and weight to it, compared to some of the smaller entries in the field. Still, it feels nice in the hand and isn't likely to weigh down your shooting -- particularly for those accustom to using a larger DSLR. It's also worth pointing out, right off the bat, that the retro-styled interchangeable lens camera is significantly cheaper, running you $700 less than the X-Pro-1.

Flip the camera over and you get a 2.8-inch 460k-dot LCD. Just above the display is a devoted button that will pop up the retractable flash directly above. The X-E1 will be hitting stores in April, carrying a $1,000 price tag. Buy a kit with a lens and you'll still come in $300 under the X-Pro1's $1,700 price tag, making for a full-featured and great looking little mirrorless for a lot less money.

(AP) ? We Americans already know how fat we are. Can it get much worse?

Apparently, yes, according to an advocacy group that predicts that by 2030 more than half the people in the vast majority of states will be obese.

Mississippi is expected to retain its crown as the fattest state in the nation for at least two more decades. The report predicts 67 percent of that state's adults will be obese by 2030; that would be an astounding increase from Mississippi's current 35 percent obesity rate.

The new projections were released Tuesday by Trust for America's Health and the Robert Wood Johnson Foundation. The two organizations regularly report on obesity to raise awareness, and they rely on government figures.

The group's dismal forecast goes beyond the 42 percent national obesity level that federal health officials project by 2030. The group predicts every state would have rates above 44 percent by that time, although it didn't calculate a national average.

About two-thirds of Americans are overweight now. That includes those who are obese, a group that accounts for about 36 percent. Obesity rates have been holding steady in recent years. Obesity is defined as having a body-mass index of 30 or more, a measure of weight for height.

Trust for America's Health officials said their projections are based in part on state-by-state surveys by the Centers for Disease Control and Prevention from 1999 through 2010. The phone surveys ask residents to self-report their height and weight; people aren't always so accurate about that.

The researchers then looked at other national data tracking residents' weight and measurements and made adjustments for how much people in each state might fudge the truth about their weight. They also tried to apply recent trends in obesity rates, along with other factors, to make the predictions.

Officials with Trust for America's Health said they believe their projections are reasonable.

"If we don't do anything, I think that's a fair prediction," said Dr. Thomas Farley, health commissioner in New York City, which just passed a regulation banning supersize sugary drinks to curb obesity.

Trust for America projects that by 2030, 13 states would have adult obesity rates above 60 percent, 39 states might have rates above 50 percent, and every state would have rates above 44 percent.

Even in the thinnest state ? Colorado, where about one-fifth of residents are obese ? 45 percent would be obese by 2030.

Perhaps more surprising, Delaware is expected to have obesity levels nearly as high as Mississippi. Delaware currently is in the middle of the pack when it comes to self-reported obesity rates.

The report didn't detail why some states' rates were expected to jump more than others. It also didn't calculate an average adult obesity rate for the entire nation in 2030, as the CDC did a few months ago. But a researcher who worked on the Trust for America's Health study acknowledged that report's numbers point toward a figure close to 50 percent.

CDC officials declined to comment on the new report.

Whichever estimates you trust most, it's clear that the nation's weight problem is going to continue, escalating the number of cases of diabetes, heart disease and stroke, said Jeff Levi, executive director of Trust for America's Health.

By 2030, medical costs from treating obesity-related diseases are likely to increase by $48 billion, to $66 billion per year, his report said.

The focus of so much of the ongoing debate about health care is over controlling costs, Levi said. "... We can only achieve it by addressing obesity. Otherwise, we're just tinkering around the margins."
