Consumer Financial Protection Bureau will regulate debt collectors starting Jan. 2.
WASHINGTON (CNNMoney) -- For the first time in history, debt collectors -- the guys who hound you over unpaid bills -- are about to get a tough federal regulator scouring their books.
The Consumer Financial Protection Bureau on Wednesday finalized a new rule to oversee and regulate the largest U.S. debt collection agencies, starting Jan. 2.
The move could impact consumers nationwide. Some 30 million Americans have debt under collection, with average unpaid debt around $1,500, according to the bureau.
Under the new rule, examiners from the consumer agency can march into the offices of large debt collectors to ensure they're giving consumers a fair shake. They can evaluate debt collectors to make sure they are clearly and accurately identifying themselves, truthfully disclosing the amount of debt owed, and not attempting to collect debt that doesn't exist or has been paid off.

Thanks to the Dodd-Frank financial reform act, the consumer financial watchdog can already create and enforce rules on the debt collection industry.
The new rule will give it special oversight power over companies with more than $10 million in receipts.
"Millions of consumers are affected by debt collection, and we want to make sure they are treated fairly," said CFPB Director Richard Cordray in a statement. "We want all companies to realize that the better business choice is to follow the law ? not break it."
The bureau says the rule will impact about 175 companies, which account for about 60% of debt that is collected.
However, that still means that a large number of the 4,500 debt collection companies in the United States will escape the bureau's close oversight, because a vast majority of them are small companies.
The consumer financial watchdog, which was launched last year, has recently gone after credit card companies American Express (AXP, Fortune 500), Discover (DFS, Fortune 500) and Capital (COF, Fortune 500) One to refund millions of dollars back to their customers for deceptive practices.

Mayor Vincent C. Gray today announced he has established a Streetcar Financing and Governance Task Force to advise him on potential sources of funding and forms of governance for the District of Columbia?s emerging streetcar system.
?The District has the most ambitious streetcar plan in the nation. We are the only city talking about putting down 37 miles of tracks,? said Mayor Gray. ?I want to make sure we have the best minds inside and outside the government working on the important issues of financing and governance to ensure the system has a firm foundation.?
The 14 member Task Force will be chaired by City Administrator Allen Y. Lew and will include 6 public members, appointed by the Mayor, with expertise in transportation systems design or engineering, public-private development partnerships, project financing and/or economic development.?
Mayor Gray today announced he has appointed Jair K. Lynch, President and CEO of JAIR LYNCH Development Partners to serve as Vice Chair of the Task Force. The other public members include Richard H. Bradley, the Executive Director of the Downtown DC Business Improvement District (BID); Charles C. ?Sandy? Wilkes, Chairman of The Wilkes Company; Matthew J. Almost all of us have heard the debate over the Keystone Pipeline. It was a ?shovel-ready? project that could have created thousands of badly needed jobs at time when we desperately need them. This pipeline would have brought oil from one of our closest allies in Canada. Last time I checked, Canada has not burnt down any of our embassies lately.
In the most recent debate, President Obama stated that we don?t need any more pipelines-we have enough. Why then Mr. President am I paying almost $5.00 for a gallon of gas? It has even gotten painful to fill up my Ford Hybrid.
Doesn?t Mr. Obama?s stance make the existing pipeline stocks that much more valuable? Let?s check out one of my favorite holdings right now in this space.
I love stocks that pay dividends. I love stocks that steadily increase their dividend over time. I also love stocks that deliver capital appreciation. If I can own a stock that delivers all three of these income streams, I am a happy investor indeed.
Many of the publicly traded Master Limited Partnerships (MLP(s) have been very good to investors over the years. I want to warn you however, that if you own an MLP in a non-qualified account, you will have to file an extra partnership return with your taxes each year that you own the MLP.
You can get around this, if you wish, by owning one of the Exchange Trade Funds (ETF) that track the publicly traded Master Limited Partnerships. We even now have an MLP index that you can invest in. I rank all of the various indexes out there on a daily basis.? I rank them on short-term, intermediate-term, and long-term performance.

As you can see the stock has outperformed the market by a wide margin over every time period, including that fateful year of 2008. The stock has also delivered a steady stream of dividends and capital appreciation over the years. When I compare the performance of Magellan against the other 3,041 investments that I track, it earns a performance grade of ?A.? This is not easy for a large-cap, dividend paying stock!

While I like good performance in the stocks that I own, I also demand a decent valuation. Magellan has had a very good run recently. The stock is not as cheap as it used to be, but it is about in-line with other MLP(s). The current dividend yield is still a very good 4.3%. I am okay with the current valuation.
The good news is this. Out of the 3,042 stocks that I follow, Magellan Midstream Partners currently ranks at number 104 overall. This overall ranking is based on performance, valuation, and safety.? This is an extremely good ranking for a large-cap, conservative, dividend paying stock!

You?re about to launch a new version of your operating system that is such a radical departure from what PC users have come to expect that it should be called "Windows We Hope You?re Ready for Something Really Different." Sheer inertia is certainly a concern. After all, the Live Tiles, panoramic Modern-style interface and new tools like the Charms menu all require a learning curve. But that?s not the biggest challenge Microsoft?faces. These are.
1. Hardware is too pricey
One of the biggest reasons ultrabooks haven?t sold as well as Intel and its partners expected is that prices haven?t come down fast enough. You can finally find some in the $699 range, but that?s still about $200 more than the typical budget laptop.
Now, shoppers will be asked to pony up $1,100 to $1,200 to enjoy touch-based convertibles like the Lenovo IdeaPad Yoga, Sony VAIO Duo 11 and Dell XPS 12. Intel shared with us recently that its own studies show that consumers are willing to pay $150 to $200 more for touch, but I?m not sure that will fly in a down economy and a holiday season dominated by the cheap iPad mini, Kindle Fire and Nexus 7.
Windows RT devices like Microsoft?s Surface are more affordable at $499, the same as the iPad. But opting for the Touch Cover keyboard (the accessory being touted in Microsoft?s ads) brings the price to $599.
Windows 8-powered hybrids like the $749 Acer Iconia W510 (with keyboard) and Samsung Ativ Smart PC 500T (I swear I?m not making that name up) don?t have the same sexy industrial design as the Surface, but their Atom processors make these devices more versatile because users can run traditional desktop apps. You can get the W510 without a keyboard for a reasonable $499.

2. Windows 8 vs. Windows RT confusion
Shoppers will have a tough time telling the difference between the two flavors of new Windows devices on shelves this holiday season, because they both feature the same slick Live Tile interface. But there is a huge difference between the two platforms.
In a nutshell, Windows 8 PCs can run any app downloaded from the Windows Store as well as all desktop applications. Windows RT tablets and hybrids (powered by ARM processors) will be limited to Windows Store apps and Microsoft?s Office 2013, even though you?ll still be able to access the desktop for things like transferring files?off a USB drive.

The good news: Microsoft will unveil plenty of high-profile apps either at the launch of its OS or shortly thereafter, hopefully filling in a fair number of these holes. Microsoft also needs to prove that Windows 8 is a viable gaming platform and not just rest on the Xbox name, as it has done with Windows Phone. Shoppers need to see console-quality eye candy along with casual fare. I?m encouraged by the fact that the Unreal Engine III has been ported to Windows 8, however, which should help lead to Infinity Blade-style titles in the Windows Store. Titles based on the Unity engine will come after launch.

4. Crappy touchpads
Sure, Windows 8 works best with touch, but the sweet spot for most shoppers right now is $500 clamshell designs that rely on touchpads. Based on previous experience, I?m very worried that these pointing devices won?t deliver the smooth gesture support that will add up to a good user experience. On a lot of pre-production samples I?ve tried the touchpad didn?t always respond when I swiped in from the left to switch apps. And most of them didn?t support the gesture to move in from the left and quickly back to the right to see all of your open apps.
If notebook vendors can?t make pinch-to- zoom work well or two-finger scrolling, they?ll have an even harder time getting Windows 8 gestures to work reliably. I?m really hoping Synaptics, Microsoft and OEMs get it right, but it will probably take a while.

5. Macs on the rise
Microsoft shouldn?t just be concerned about the iPad and the rumored "iPad Mini." It should take note that Apple is now No. 1 in notebook sales in the U.S. The 13-inch MacBook Pro is consistently the top seller at retail, and all you need to do is peek inside any coffee shop to see a sea of MacBook Airs. I?ve said this before, but the Mac's?OS X?Mountain Lion could prove more attractive than Windows 8?to those looking for a more traditional operating system this holiday, especially for those who own other Apple devices and like the idea of having iCloud keeping everything in sync.

Microsoft is reportedly spending $1.5 billion to launch and promote Windows 8, and the company has never been under more pressure to make sure that shoppers get the message. But what is that message? Is it that you can have your cake and eat it too with a Windows 8 PC that runs mobile and ?legacy? apps? That you can get all-day battery life, iPad-like portability and Office productivity with a Windows RT device? It?s actually all of the above, which is a big part of the challenge.

MOSCOW (AP) ? Russian police have arrested a government relations manager at British-Russian oil venture TNK-BP on suspicion of fraud.
The Interior Ministry said Friday in a statement that the executive is suspected of defrauding two businessmen by promising them high-ranking posts in government.
The manager, identified by TNK-BP as Igor Korneyev, is suspected of receiving 3 million rubles (about $100,000) as an advance payment for arranging jobs in the Russian presidential administration.
Korneyev, who is said to have negotiated a total package worth $3 million, was caught red-handed when receiving the advance payment, police said.
TNK-BP, Russia's third-largest oil producer, is owned by BP and a consortium of Russian billionaires on a 50-50 basis. BP in June said it intends to sell its stake in the company, and state-owned Rosneft is the likeliest buyer. A deal could be announced as early as Friday.
TNK-BP had no immediate comment.
The Moscow-based company said in an emailed comment that Korneyev's arrest "has nothing to do with his work at TNK-BP."
The company said Korneyev has worked at the company for a mere three months and was not "immediately involved in TNK-BP's operations."
Korneyev previously worked as a deputy prime minister in the Irkutsk region in eastern Siberia.

KABUL, Afghanistan (AP) ? President Hamid Karzai said Thursday the nation's military and police are ready and willing to take full responsibility for security in the country if the U.S.-led international coalition decides to speed up the handover to Afghan government forces.
With support for the already unpopular war fading in the West, there has been growing speculation that NATO could accelerate withdrawal plans that currently call for the security transition to Afghan forces to be complete by the end of 2014, when all foreign combat troops are scheduled to leave the country.
"Afghans are ready to expedite the process of transition if necessary, and willing as well," Karzai said during a joint news conference with NATO Secretary-General Anders Fogh Rasmussen. "So this is in all aspects good news for us and good news for NATO."
A NATO diplomat said there was no discussion of speeding up the 2014 timeline during the meeting between Karzai and the alliance chief. The diplomat, who spoke on condition of anonymity in line with alliance's regulations, said Karzai was eager to see the next stage of transition, which would have Afghan forces take charge of security for almost the entire country.
There are questions, however, about the ability of the Afghan forces to secure the country.
The Afghan army has grown to 184,676 soldiers, and the country's police force now numbers 146,339 officers ? putting them just short of the planned number of 352,000 members. But critics say the rapid expansion has not significantly improved their ability to plan and conduct operations without support from foreign forces in terms of logistics, air support and medical evacuations.
Furthermore, the number of Afghans leaving the army has remained stubbornly high, with 27 percent of troops either deserting or not re-enlisting despite the higher salaries offered. And though the number of volunteers is still high, the army needs to train about 50,000 recruits each year just to compensate for the loss.
Polls show that the 11-year war has little public support among NATO's 28 member states, most of which are cutting defense budgets as part of the austerity measures adopted to deal with the financial crises.
A recent upsurge in the number of insider attacks on coalition troops by Afghan soldiers or police ? or insurgents disguised in their uniforms ? has further undermined public support for the war in the West. At least 52 American and other NATO troops have died so far this year in those attacks.
In the past several months, there have been calls in the United States and elsewhere to accelerate the drawdown and to withdraw coalition troops by the end of next year.
Fogh Rasmussen said the alliance remains committed to help enable Afghan forces assume full responsibility for the country's security after 2014. The military alliance has also agreed to offer a smaller, post-2014 mission to help Afghan forces with training, advice and assistance.
"We are committed to continuing that cooperation with the Afghan national security forces," he said.
The secretary-general and NATO's governing body, the North Atlantic Council, were visiting Kabul Thursday for meetings with Karzai, coalition military commander Gen. John Allen and commanders of Afghan government forces.
The current strategy agreed to by NATO, its partners and Karzai's government is to enable the Afghans to take over the war against the Taliban and other insurgents by the end of 2014.
NATO started drawing down its forces earlier this year. It currently has 104,000 troops in Afghanistan ? 68,000 of them Americans ? down from 140,000 the alliance had here in 2011. Among those who left are the 33,000 U.S. troops deployed to Afghanistan after 2009, when President Barack Obama ordered a surge in a bid to quell the Taliban.
Karzai also said he did not believe the outcome of the upcoming presidential elections in the United States would affect Washington's long-term policy toward Afghanistan regardless of whether President Barack Obama or his Republican challenger, Mitt Romney, emerges as the winner.
"America has a set strategy for Afghanistan and any government who comes in will follow that, so it will not affect Afghanistan," Karzai said.

NEW YORK (AP) ? Verizon's Share Everything plan looks like it's good for the company's shares.
The parent of the nation's largest cellphone company on Thursday reported a blowout number of new devices on its network, boosted by the revolutionary plan, introduced four months ago. The plan made it cheaper for households to add wireless service to tablets and laptops.
Verizon Wireless added a net 1.5 million devices to contract-based plans in the third quarter, more than it has in many years. Analysts were expecting it to add about 900,000. Including non-contract devices, overall additions were the strongest in four years.
Verizon is gaining market share in wireless, said Sanford Bernstein analyst Craig Moffett. "Unless one believes that industry growth rates accelerated ? and we certainly don't ? Verizon's gain is AT&T's, Sprint's, and T-Mobile's loss," he said.
Verizon said 13 percent of its customers with contract-based plans were already on Share Everything, signaling that the plan has caught on, helped by aggressive advertising. Chief Financial Officer Fran Shammo said customers were adding huge numbers of "mobile hotspot" devices, which allow the sharing of Internet service over several other devices, like PCs and tablets.
That's helped push up how much subscribers are paying. The average household with a contract-based plan paid $145.42 per month in the quarter for wireless service, up 6.5 percent from a year ago.
Verizon ended the quarter with a billing relationship for 96 million wireless devices on its network, plus an undisclosed number through wholesale relationships. No. 2 AT&T had 77 million direct-billed wireless devices at the end of June.
The launch of the iPhone 5 at the end of the quarter also helped Verizon's numbers. It activated 650,000 units of the new model in just over a week, according to Shammo. It activated 3.1 million iPhones of all kinds in the quarter, accounting for 46 percent of its total smartphone activations.
The launch of an iPhone usually brings down Verizon's earnings in a quarter, because it has to pay Apple about $600 per phone, which it sells for $199. It then makes the money back over the course of a two-year contract. But the iPhone 5 launched so late in the quarter that it failed to weigh seriously on Verizon's profitability. Its operating profit margin in wireless was 31.8 percent, the highest in years.
However, not all of the wireless profits flow to parent company Verizon Communications, which only owns 55 percent of Verizon Wireless. The rest of the wireless division is owned by Vodafone Group PLC of Britain, which gets a corresponding share of the profits. The wired side of Verizon Communications operates at break-even.
For the three months ended Sept. 30, New York-based Verizon Communications reported earnings of $1.59 billion, or 56 cents per share. That's up from $1.38 billion, or 49 cents per share, a year ago.
Removing 8 cents per share in charges related to patent lawsuit settlements, earnings were 64 cents per share. That matched analysts' expectations. In September, Verizon said it would pay TiVo Inc. $250 million to settle allegations that the video recording feature of its TV set-top boxes infringe on TiVo's patents, and $260 million to settle a suit by ActiveVideo Networks Inc. regarding video-on-demand features.
Revenue increased 4 percent to $29.01 billion from $27.91 billion. That also matched analysts' expectations.
Verizon's stock increased $1.06, or 2.4 percent, to close Thursday at $45.78 after the results came out.
The company also said it's still on pace to meet its 2012 financial goals.
On the wireline side, revenue continued to shrink, and Verizon posted the first decline in overall broadband customers in four years, as it stopped marketing DSL connections to customers who don't also buy phone service. DSL connections are slower than cable modems, and Verizon has stopped investing in the technology, focusing instead on fiber-optic FiOS connections available in about two-thirds of the areas where it provides local phone service.
Verizon's report is the first for telecommunications companies this earnings season. Rival AT&T Inc. reports on Wednesday.

BRUSSELS (Reuters) - European Union leaders took a big stride towards establishing a single banking supervisor for the euro zone, striking a deal under which the bloc's rescue fund could start recapitalising ailing banks next year, a French government source said.
The source told reporters at an EU summit that all 6,000 banks in the single currency area would come under European Central Bank supervision by 2014, but most day-to-day oversight would be delegated to national bodies.
Creating an effective banking union, for which this deal is just a first step, is regarded by the International Monetary Fund and market economists as a key step to overcome the euro zone's three-year-old debt crisis.
The French source said the agreement meant the European Stability Mechanism (ESM) could start injecting capital into troubled banks as early as the first quarter of 2013, but a German source said it was "very unlikely" to happen so soon.
The German government source said the ECB would be responsible for supervising systemically important banks and could oversee others if necessary, emphasizing that direct recapitalization of banks by the ESM could only happen once cross-border banking supervision was firmly in place.
The point when the ECB will effectively become the bloc's banking supervisor is important because it would open the way for the euro zone's bailout fund to inject capital directly into troubled banks, without adding to their host governments' debts.
EU Economic and Monetary Affairs Commissioner Olli Rehn said this was vital "to break the vicious circle between sovereigns and banks".
The legal framework would be completed by the end of this year so the ECB could begin working to implement supervision arrangements from January 1, 2013, starting with banks receiving state aid, the French source told a midnight briefing.
"The entire banking supervision mechanism -- that means the effective supervision of 6,000 banks -- will become reality on January 1, 2014," he said.
The agreement, still to be officially confirmed, appeared to be a defeat for German Finance Minister Wolfgang Schaeuble's efforts to limit the scope of European banking supervision.
The deal came after the leaders of France and Germany, Europe's central powers, held a private meeting after clashing in public over greater EU control of national budgets.
Germany has been reluctant to see its politically sensitive savings and cooperative banks come under outside supervision. It rejects any joint deposit guarantee under which richer countries might have to underwrite banks in poorer states.
German Chancellor Angela Merkel earlier demanded stronger authority for the executive European Commission to veto national budgets that breach EU rules, but French President Francois Hollande said the issue was not on the summit agenda and the priority was to get moving on a European banking union.
For once, the summit was not under intense pressure from financial markets, which have calmed since the ECB pledged last month to intervene decisively if needed to buy bonds of troubled euro zone states to preserve the euro.
"FISCAL CAPACITY"
Addressing parliament in Berlin earlier in the day, Merkel skirted the issue of a possible credit line for Spain, which EU officials expect Madrid to request within weeks, but reiterated her desire to keep Greece in the currency area despite chronic debt problems.
In Athens, police clashed with protesters hurling stones and petrol bombs during a general strike that brought much of the near-bankrupt country to a standstill.
"We have made good progress on strengthening fiscal discipline with the fiscal pact but we are of the opinion, and I speak for the whole German government on this, that we could go a step further by giving Europe real rights of intervention in national budgets," Merkel told the Bundestag lower house.
A proposal by Schaeuble to create a super-empowered European currency commissioner was a possible way forward, she said, and more European control called for a stronger European Parliament.
Merkel also advocated the creation of a European fund to invest in specific projects in member states which she said could be fuelled by a financial transaction tax which 11 euro zone countries have said they will adopt.
Her call echoed a proposal for the 17-member euro zone to have its own budget -- known in EU jargon as a "fiscal capacity" -- on top of the 27-nation union's common budget, which mostly funds agriculture and aid to poorer regions.
Several states, including the Netherlands, Finland and Austria, were uneasy at the idea but none rejected it outright.
Decisions on institutional reforms are not expected until a December summit.
Since the ECB said last month it was ready to buy the bonds of struggling euro zone states in unlimited amounts, state borrowing costs have fallen sharply, easing the immediate pressure for Spain to seek a bailout.
Spain's 10-year bond yields sank to their lowest since February at an auction on Thursday, helped by Moody's decision this week to leave its credit rating at investment grade.
But rather than signaling that Madrid does not need help, Moody's verdict was predicated on Spain soon applying for a euro zone assistance program to trigger ECB intervention.
Italy raised a bumper 18 billion euros from a four-year inflation-linked retail bond -- the most ever raised in a single debt offering in European markets -- reducing its need to issue debt before the end of this year.
The leaders agreed at their last summit in June to create a single banking supervisor under the ECB, but tricky legal issues remain and Germany and its north European allies had appeared to be backtracking on elements of the June decision.
The deeper the discussion on banking union goes, the more complex and problematic it will get.
Countries outside the euro zone -- particularly Britain, which has Europe's biggest banking sector -- are concerned their banks could be disadvantaged if a balance is not maintained between the ECB and its oversight of euro zone banks and the powers of other authorities to oversee non-euro zone banks.
And if non-euro zone countries such as Poland join the banking union, as policymakers are hoping, it is unclear what representation they would have within the ECB, since the central bank is currently answerable only to euro zone member states.
