Pioneer in experimental economics visit Monash ? News and Events

Behavioural foundations of economics and political science, laboratory experimental methods, regulation, deregulation and policy design were some of the topics discuss by Professor Charles Plott, a pioneer in the field of experimental economics from the California Institute of Technology (Caltech).

Professor Plot presented a paper ?The Design and Performance of the Victoria Gaming Entitlements Auction? in the Department of Economics at Clayton Campus. Attendees included academics, students and government officials from the Department of Treasury and Finance from the Victorian Government.

?During his day long visit Professor Plot showed keen interest in research undertaken by the Experimental and Behavioral group in the Department of Economics. He discussed some of his current research in testing some key elements of neoclassical economic theory as well as research on Mistakes, Closure and Endowment Effect in Laboratory experiments,? said Dr An mol Ratan from the Department of Economics.

?Charles?s work shows how experiments can help test theories. The demonstrations show that well-structured markets produce efficient outcomes,? he said.

Professor Plott is an Edward S. Harkness Professor of Economics and Political Science at Caltech. The 2002 Nobel Laureate Vernon L. Smith lauded Professor Plott in his speech at the Nobel Banquet, with a toast to The pioneering influence of Sidney Siegel, Amos Tversky, Martin Shubik, and Charles Platt on the intellectual movement that culminated in the economics award for 2002.

He is also a member of the National Academy of Sciences, Fellow of the American Academy of Arts and Sciences, Fellow of the Econometric Society, Distinguished Fellow from the American Economic Association and many other fellowships and awards. Charles Plott is also a past president and currently on the board of advisors for the Society for the Advancement of Economic Theory.

Shetland named European Community of Sport 2013 ...

Shetland?s outstanding sporting facilities have received international recognition in the shape of the European Community of Sport award for 2013.

It follows a visit by a team of inspectors from the European Capitals of Sport (ACES) this week. The award will be formally presented at a special ceremony in Brussels on 7th November.

The four-strong team pronounced themselves hugely impressed with the range and standard of facilities available to residents. They were particularly taken with the high quality of activities and services on offer at Clickimin and the other leisure centres operated by Shetland Recreational Trust (SRT).

Shetland is only the second community to receive the award, and was nominated by the current European Community of Sport, the Isle of Man.

ACES president Gian Francesco Lupattelli said the inspection team had seen that sport, recreation and health were ?very much valued and promoted? by both the SRT and the council.

He said: ?There truly is sport for all in Shetland, whether it is play, active recreation, or assisting with elite athletes through the local athletics support programme.?

Vice-president John Swanson said he had travelled ?far and wide? in Europe examining sports facilities in major cities such as Istanbul, and what he had seen in Shetland was ?quite unique in terms of the quality and depth of provision for really small local communities?.

?It?s absolutely excellent, albeit it was some extraordinary circumstances that led to that happening in terms of the trust set up through the oil, but nevertheless it was visionary at that time and it?s still producing the goods to have a healthy, vibrant Shetland islands all these years later.?

SRT chairman Joe Irvine said he was ?delighted? with the award: ?Shetland has a strong and evident passion for sport, and it?s great to see that recognised at an international level.

?The inspection team have seen at first hand the wide range of high-quality services provided here in Shetland ? this is a tremendous recognition of the work being done to support sport at all levels in the community.?

SIC convener Malcolm Bell said: ?I?m very proud of Shetland, and its commitment to sport, which is evident in the very high participation rates in the isles. Well done to all those in the community who provide ? and participate in ? sporting life in Shetland.?

Mr Swanson said it was down to Shetland to decide how to make use of the award, and to ?let people know that you?ve been recognised as providing first-class sport, recreation and health for communities?.

He was particularly impressed at how barriers are broken down to allow children to take part in sport from a ?very early age?. Mr Swanson added that the facilities would mean nothing without the ?enthusiasm and professionalism? of staff, which had not gone unnoticed: ?Unless you?ve got the right people delivering the service then it?s not going to happen.?

In the wake of the London Olympics, there has been some debate nationally about whether the priority should be encouraging greater numbers to take part in sport, or to focus more on elite athletes.

Mr Swanson said ACES felt it was important to strike a balance. ?Pack them in, but make sure they have a quality experience and they?re more likely to keep coming back, and you?re more likely to produce your Chris Hoys and your Andy Murrays of this world,? he added.

At the beginning of the twenty-first century, we find ourselves in a peculiar situation: although hardly anyone would deny the deep ecological crisis facing humankind, we seem to be caught in a net of assumptions that impede a practical solution. Having acknowledged that we need to reduce consumption of energy and materials drastically,1,2 we still often think that adjustments within the current system of production and consumption will accomplish this formidable task.

At the same time, it is widely recognized that the results of the dominant approaches to solving the ecological crisis are far from satisfying. Thus, a growing community of scientists and social activists, sharing the basic insight that a reduction of energy and material use implies a reduction of gross domestic product (GDP), is gathering under the heading of sustainable degrowth.3 Degrowth obviously entails a fundamental transformation of economic structures. But what precisely are the necessary steps?

A Paradigmatic Shift: Radical Social Innovations from the Bottom Up

In contrast to the illusion that we can do more of the same?that is, new market or state solutions to alleviate a crisis caused by market and state solutions?it is more reasonable to start looking for a new way around this stalemate. Such paths are being explored in solidarity economics and the commons, both discussed below. These allow a shift in the trajectory of our economy from endless growth to degrowth?the voluntary reduction of energy and material use while increasing leisure and well-being.

Yet how can the paradigm of a good life for all replace the growth paradigm? What we clearly need is a great social transformation. And, in fact, we can already find social innovations that might function as the basic units of this transformation. They start from the bottom and flourish in protected spaces where shared perspectives are developed, experiments and learning take place, and links to wider power networks are forged. Two outstanding examples are the solidarity economy in Brazil and the global information commons.

The Solidarity Economy

The solidarity economy appeared in Brazil in the late 1990s as the country was hit by an economic crisis caused by the liberalization of capital markets.4,5 In the ensuing recession, many enterprises went bankrupt and poverty increased. Unemployment rose, while the prospects for reentering the formal economic sector shrank for a broad portion of society.

In this deplorable situation, a small group of socially concerned academics acted as change agents. They were engaged in a national campaign against hunger and had teaching positions at the National School for Public Health. This allowed them to support poor people?s cooperatives by creating solidarity economy incubators where cooperatives could learn to organize their workflow based on relations of equality and reciprocal support. Cooperatives were also supported in resolving the technical challenges they encountered. A considerable part of the learning process in the solidarity economy took place within incubators, in which experiences with cooperative success were assessed, shared, and further developed.

In addition, social networking between trade unions, universities, and cooperative associations strengthened the power links between this niche and the wider society and state. Finally, the solidarity economy even managed to establish a state secretariat that was instituted within the Ministry of Labor. The state secretariat further supported the cooperatives by starting a national mapping project to assess the state of solidarity economics in Brazil and allow for the specific allocation of resources and legal reforms.

Like cooperatives, information commons tend to operate outside the conventional market forces of wage labor and profit. The Open Architecture Network, for example, provides free architectural and design information to anyone interested and has helped hundreds of projects worldwide, including the design and construction of these seismic-proof houses in Pakistan.

In the case of the solidarity economy, we see a radical social innovation in the making. Wage labor is replaced by self-management, which is the solidarity economy?s core innovation?and not a small one. Indeed, cooperative self-management is a precondition for ecologically responsible production. There are two reasons for this: First, it is only through self-management that production can become oriented toward concrete needs (which are limited and can be satisfied), instead of shareholder value and profit (which are unlimited, can never be fully satisfied, and thus entail growing consumption of energy and materials). Second, equal cooperation within an enterprise is a starting point for cooperation with other stakeholders and society at large, further reducing the competitive compulsion to grow. For instance, a recent study found that members of cooperative enterprises are more socially and democratically oriented than the average worker. According to the authors of this study, this trend is not the result of selectively employing people who are already socially oriented, but is rather the effect of egalitarian labor relations on individual workers.6

Thus, it is no surprise that in Brazil solidarity economy units often cooperate as networks by, for example, collectively marketing what has been produced independently. Solidarity economy chains that directly link different producers that depend on each other have been developed in some cases. The most prominent example is the textile cooperative Justa Trama.7 There, monetary income that is earned at the end of the chain is shared by all members who contributed to the production process according to their needs and living conditions. Because a solidarity economy is not primarily geared toward profits and often replaces monetary relations with direct cooperation, it does not promote growth but acts as an increasingly important safety net for people excluded from the capitalist sector.

Information Commons

Within enterprises of the solidarity economy, workers share machinery, buildings, raw materials, and products equally. Means of production, then, are commons. One might argue that, worldwide, commons are rare; they are, indeed, subordinated to market economics in most cases. However, on the level of information, they are already an important part of our daily lives. The best-known example of an information commons might be the Internet encyclopedia Wikipedia. Founded in 2001, Wikipedia has become not just a reliable but also the most important source of encyclopedic information in the world. It currently contains 21 million articles read by about 365 million users in 285 different languages.8 Unlike traditional encyclopedias, Wikipedia neither involves wage labor nor is organized by the state. Instead, a global community of voluntary, self-organized writers collectively creates Wikipedia. Its use is not restricted by the market or the state, but is open to anyone with a computer and Internet access. In this sense, Wikipedia is a perfect example of a radical social innovation that overcomes the basic structures of capitalism?markets, wage labor, and state intervention?and does not rely on material growth.

Wikipedia is only one example of a much larger group of goods in the information technology sphere that share a common feature: they are not produced on the basis of wage labor or with the primary aim of deriving profits from their sale, but on the basis of collectively organized, voluntary work. As a result, they create products that anyone can access for free without the constraints of the market. Most prominently, these include software products such as Firefox, Linux, and MeeGo, which have increasingly become serious rivals to commercial counterparts like Microsoft Internet Explorer. Beyond software, examples of information commons include projects such as Ronen Kadushin (ronen-kadushin.com), with its open furniture designs; the Open Architecture Network (openarchitecturenetwork.com); Arduino (arduino.cc), with its open electronic hardware designs; and many more. The One Laptop per Child Initiative (laptop.org) also uses an open design.

Intellectual property law provides the legal possibility of protecting the information commons from commodification through ?copyleft? licenses, the most widely used of which are the GNU General Public License for free software and diverse Creative Commons licenses for other information commons. Products that are distributed under one of these licenses are explicitly free for use, copying, and distribution, sometimes under certain conditions, such as noncommercial use and distribution. These patents therefore try to prevent what James Boyle called ?enclosing the commons of the mind.?9 The development of copyleft licenses is just one example of the complex learning processes that took place within the open-source movement.

Mondragon Corporation in the Basque Region of Spain exemplifies how even for-profit companies can function using cooperatives. Mondragon, which has nearly 85,000 employees across many industries, including solar cell manufacturing pictured here, maintains wage ratios between executives and laborers and gives every employee one vote within the company.

The success of information commons, like Wikipedia and others, indicates that, although money remains a necessity for survival in modern societies, it is not necessarily money that motivates people to create; rather, they can also be motivated by the enjoyment of creation itself, in connection with confidence in reciprocity. When someone decides to write or improve an article on Wikipedia, this person relies on compensation through thousands of complementary and additional improvements made by others at the same time. Wikipedia also shows that there is no need for central management?rather, a useful product can result from collectively organized work.

It is only one further step?and that step is not nearly so great as one might imagine?to expand the principle of commons into the realm of material technology and production, as already described in the section about solidarity economies. Recent, open-source software products include 3-D printers, such as RepRap (reprap.org), Fab@Home (fabathome.org), and MakerBot (makerbot.com), which are able to produce small plastic objects of any form, bringing the factory to the consumer. The 3-D printer RepRap is even able to produce some of its own components, making it a self-replicating machine. It is certainly questionable whether each person should be provided with his or her own small factory. Nonetheless, these are astonishing examples that show how a completely different mode of production that bypasses wage labor and markets is potentially within reach.

Such an economy without money would not be compelled to grow but could do what an economy in the Greek sense of oikonomia was originally meant to do: efficiently satisfy human needs for food, shelter, and cultural development.

How to Get to a Great Transformation

Diffusion of innovations starts when the dominant system comes into crisis. A crisis is an opportunity for a better future, a truth evident in the recent spread of solidarity economics and commons worldwide. Another reason for the acceleration of the debate on the commons is the late Elinor Ostrom?s Nobel Prize-winning work on models of organizing resource use beyond state intervention and market economics.

Cooperation is not restricted to the local, as information commons best illustrate. The Mondragon corporation in the Basque country, which employs more than 85,000 members and comprises 256 companies and bodies, of which approximately half are cooperatives, is another good example. These companies are not coordinated by monetary relations or state regulations but?within clear limitations?by democratic governance.10 Another example is the kibbutzim of the 1960s, which were characterized by complex cooperation both internally and externally within the overarching institutional network of kibbutz settlements.11

Such cooperative networks act like super-commons, linking different systems and smaller communities through collaborative decision making procedures. Insofar as those networks replace monetary relations with a direct focus on concrete human needs, they are not oriented toward profit making and thus enable degrowth. In market economies, livelihoods are bound to wage labor, which depends on profits and growth; in solidarity economies and the commons, production is determined by need only and can be voluntarily reduced. Social safety could be guaranteed by distributing products equally and by developing public infrastructures, from communal gardening and free sports facilities run by neighborhoods to open libraries. If production harms the environment, reducing it will contribute to society?s overall wellbeing, instead of exacerbating the social crisis of the growth economy.

An economy that is able to degrow can also enter a steady state of constant production and consumption with low-level, highly efficient resource use. This could fulfill the very goal that the capitalist economy increasingly fails to serve: a good life for all.

Obama courts college students returning to campus

AMES, Iowa (AP) ? President Barack Obama, appealing to students who powered his first White House run, swooped onto college campuses Tuesday to remind those returning to class that they hold a unique power to determine the election.

"Your vote matters. Your vote made a difference," Obama told about 6,000 students at Iowa State University, many wearing cardinal and gold T-shirts. "Change was possible because of you and now we've got more work to do."

Romney's campaign dismissed Obama's remarks, saying he had "brought the same policies to Iowa that have failed to help young Americans across the country" and left many of them "facing higher unemployment, mounting debt, rising costs, and fewer opportunities."

With Republicans gathering in Tampa, Fla., for their party convention, Obama sought to tap the same enthusiasm that propelled millions of young people to campaign and vote for him in 2008. He noted that many of the students on campus were in high school four years ago. "For the first time in most of your lives, you will get a chance to pick a president," he said.

The president, who once led a voter registration drive in Chicago, tried to motivate the young people to register to vote, telling them that "everybody else is waiting for you, if they see you register, they'll register."

Obama aides see college campuses as fertile ground for registering and recruiting some of the more than 15 million young people who have become eligible to vote since the 2008 election. After the stop at Iowa State, he was making the same appeal to college voters in two other university towns: Fort Collins, Colo., on Tuesday, and Charlottesville, Va., on Wednesday.

Romney's campaign sees an opportunity to cut into the president's support among young people by pushing a three-pronged economic argument focusing on the nation's high unemployment rate, soaring college costs and the national debt.

"These kids haven't even entered the workforce and they already owe the government a bill for the debt Obama has rung up," said Joshua Baca, the Romney campaign's national coalitions director.

Like the Republicans in Tampa, however, the president has been forced to balance campaign politics with attention to Hurricane Isaac as it powers its way toward the Gulf Coast. Obama made a bipartisan pitch, saying that the nation would help people in the storm's path recover "because when disaster strikes, we're not Democrats or Republicans first, we are Americans first. We're one family."

Aides said that while there were no current plans to change Obama's itinerary, the White House was monitoring the storm and would adjust his schedule if necessary. Before departing the White House, Obama warned residents in the storm's path to heed the advice from local officials.

The courtship of young voters is an essential part of Obama's campaign plan. Four years ago, Obama won two-thirds of the vote among 18- to 29-year-olds, compared with just 32 percent for his Republican opponent, Sen. John McCain, according to exit polls.

Polls show him leading Romney with college-age voters in this year's race but the president faces an undeniable challenge as he seeks to convince young people that he is the right steward for the economy as they eye a shaky post-graduation job market.

Seeking to overcome that economic uncertainty, Obama's campus staffers and volunteers are touting the president's positions on social issues, like gay rights, that garner significant support among young people. Obama has stressed his effort to freeze interest rates on new federal student loans, a pitch he personalizes by reminding voters that he and the first lady were once buried under a "mountain" of student loan debt after law school.

They have also turned to Romney's pick of Paul Ryan as his running mate, saying Ryan's budget would cut funding for Pell Grants, the federal need-based program for students.

Obama campaign officials say the start of the new school year is a particularly crucial time to ramp up college registration and make sure those new voters get to the polls. In many of the battleground states, about 50 percent of the college students register to vote on campus after Labor Day, according to the campaign. And even those who are already registered may need to change their address or other personal details after moving to new dorms.

Obama's campaign said it registered 10,000 voters on college campuses in Ohio last week and signed up 300 new volunteers at colleges in Iowa.

At the University of Dayton, Daniel Rajaiah encourages his fellow Democrats to carry voter registration forms to class, to parties and around campus in case they find someone who hasn't registered. Members of the College Democrats set up tables in the middle of campus a few days a week to catch students walking to class or to the cafeteria.

"Our game plan this fall is to hit voter registration very hard," said Rajaiah, who is president of the College Democrats of Ohio.

Simplifying genetic codes to look back in time

ScienceDaily (Aug. 24, 2012) ? Tokyo Institute of Technology researchers show simpler versions of the universal genetic code can still function in protein synthesis. In addition to understanding early primordial organisms, the research could lead to applications preventing non-natural genetically modified materials from entering the natural world.

Daisuke Kiga and co-workers at the Department of Computational Intelligence and Systems Science at Tokyo Institute of Technology, together with researchers across Japan, have shown that simpler versions of the universal genetic code, created by knocking out certain amino acids, can still function efficiently and accurately in protein synthesis [1].

The researchers conducted experiments altering the genetic code in a test tube. They removed the amino acid tryptophan and discovered that the resulting simplified code could still generate proteins as before.

By knocking out individual amino acids and observing the effects, scientists will be able to understand how early primordial organisms may have functioned and evolved. There will be also numerous applications for simplified genetic strains in laboratory experiments, which could potentially prevent non-natural genetically modified materials from entering the natural world.

Background and future developments

Daisuke Kiga and co-workers of the Department of Computational Intelligence and Systems Science at Tokyo Institute of Technology, together with researchers across Japan, have shown that simpler versions of the universal genetic code -- created by knocking out certain amino acids -- can still function efficiently and accurately in protein synthesis. The researchers conducted cell-free experiments altering the genetic code.

All current life forms on Earth have 20 amino acids in their genetic code. However, scientists believe that this was not always the case, and that organisms evolved from simpler genetic codes with fewer amino acids. Amino acids are linked in accordance with codons -- a 3-letter combination of the four base nucleotides (G, A, T and C) in a genetic code. There are 64 possible codons, and so most amino acids are produced by several different codons, except for tryptophan and methionine, which are generated by just one codon each. Tryptophan is thought to be the most recent amino acid to become part of the universal genetic code.

Kiga and his team took the codon for tryptophan, and reassigned it to code for the amino acid alanine instead. They discovered the resulting simplified code could still generate proteins as before. The researchers also reassigned another codon originally for the amino acid cysteine and replaced it with serine. This simplified code without cysteine was able to synthesize an active enzyme.

By knocking out individual amino acids and observing the effects, scientists will be able to understand how early primordial organisms may have functioned and evolved. There are also numerous applications for simplified genetic codes in laboratory experiments and clinical trials.

Before emergence of the current universal genetic code, primitive organisms that may have used only 19 amino acids could benefit from horizontal gene transfer, where cells transfer genetic material between one another. This is a key method used by bacteria to develop resistance to drugs. An organism with the current universal genetic code for 20 amino acids would have competitive advantages in its ability to synthesize proteins, but could not engage in genetic transfer with the rest of the population. Only when a suitably large gene pool of organisms with 20 amino acids is available could horizontal transfer occur between these life forms and they could then thrive. This implies that organisms with a simpler genetic code could be used as a barrier in laboratory experiments, preventing new genetically modified strains from escaping to the natural world.

Research is time-consuming with no guarantee of yielding anything useful. So it is actually not completely impractical to suggest speaking as a research tool.

I?ve been speaking about Boys of Steel: The Creators of Superman (AKA Jerry Siegel and Joe Shuster) for almost four years at venues ranging from synagogues to business luncheons; I?m now including Bill Finger in my presentations.

A number of people from audiences I?ve spoken to have come up to me afterward to share a connection they had to Jerry (1914-1996), Joe (1914-1992), or Bill (1914-1974). It?s not a massive tally but given the number of generations back we?re talking, it astounds me.

In addition to understanding early primordial organisms, the research could lead to applications preventing non-natural genetically modified materials from entering the natural world.

Daisuke Kiga and co-workers at the Department of Computational Intelligence and Systems Science at Tokyo Institute of Technology, together with researchers across Japan, have shown that simpler versions of the universal genetic code, created by knocking out certain amino acids, can still function efficiently and accurately in protein synthesis [1].

The researchers conducted experiments altering the genetic code in a test tube. They removed the amino acid tryptophan and discovered that the resulting simplified code could still generate proteins as before.

By knocking out individual amino acids and observing the effects, scientists will be able to understand how early primordial organisms may have functioned and evolved. All current life forms on Earth have 20 amino acids in their genetic code. However, scientists believe that this was not always the case, and that organisms evolved from simpler genetic codes with fewer amino acids. Amino acids are linked in accordance with codons -- a 3-letter combination of the four base nucleotides (G, A, T and C) in a genetic code. There are 64 possible codons, and so most amino acids are produced by several different codons, except for tryptophan and methionine, which are generated by just one codon each. Tryptophan is thought to be the most recent amino acid to become part of the universal genetic code.

Kiga and his team took the codon for tryptophan, and reassigned it to code for the amino acid alanine instead. They discovered the resulting simplified code could still generate proteins as before. The researchers also reassigned another codon originally for the amino acid cysteine and replaced it with serine. This simplified code without cysteine was able to synthesize an active enzyme.

By knocking out individual amino acids and observing the effects, scientists will be able to understand how early primordial organisms may have functioned and evolved. There are also numerous applications for simplified genetic codes in laboratory experiments and clinical trials.

Before emergence of the current universal genetic code, primitive organisms that may have used only 19 amino acids could benefit from horizontal gene transfer, where cells transfer genetic material between one another. This is a key method used by bacteria to develop resistance to drugs. An organism with the current universal genetic code for 20 amino acids would have competitive advantages in its ability to synthesize proteins, but could not engage in genetic transfer with the rest of the population. Only when a suitably large gene pool of organisms with 20 amino acids is available could horizontal transfer occur between these life forms and they could then thrive. This implies that organisms with a simpler genetic code could be used as a barrier in laboratory experiments, preventing new genetically modified strains from escaping to the natural world.
