GURGAON: An FIR has been lodged against seven people for allegedly selling a plot of land to a woman using a forged general power of attorney (GPA). The FIR was lodged by the real owner of the plot who said he had no hand in the sale deal.
Police said S K Badhwar, a resident of CR Park in Delhi, has lodged a complaint with the Kherki Dhaula police station saying that some people had fraudulently sold a piece of land in Khandsa village which is owned by him.
Following the complaint, the investigation was handed over to the economic offences wing (EOW) of the city police. The EOW investigation revealed that the plot was sold on the basis of a fake GPA and other documents, without the knowledge of the original owner. On the recommendation of the EOW, the Kherki Dhaula police lodged the FIR against seven people, including two property dealers. The suspects have been identified as Deshraj and Ashok, both residents of Khandsa village, Satpal Saini, a resident of Paschim Vihar in Delhi, Rampal, Ravinder, Ramesh and Satpal. The suspects are at large, the police said.
Los Angeles mayoral and City Council candidates should address air, soil, water and energy problems in their campaigns and the winners should push for specific measures to meet those challenges, UCLA researchers said in a report released Tuesday.
The report aims to ignite debate among candidates over their commitment to confronting environmental issues, including constrained water supplies, greenhouse gas emissions and tighter government budgets.
"We're hoping that candidate debates from 2013 to 2021 will be loaded with questions derived from our plan," said Mark Gold, associate director of UCLA's Institute of Environment and Sustainability. "We'll never achieve a sustainable Los Angeles unless city government, voters and business owners are on the same path."
The report comes five years after Mayor Antonio Villaraigosa vowed to transform Los Angeles into the "greenest, cleanest big city in America."
"The mayor did really well on things like improving water quality, expanding public transit and greening the port," Gold said. "But a lot of what the mayor aspired to achieve did not have the set goals, implementation measures, funding or political support needed to make it happen."
The report says the problems can be dealt with over the next two mayoral terms and it offers hundreds of goals and benchmarks to ensure accountability. Those include eliminating the Los Angeles Department of Water and Power's use of coal to generate electricity and "decarbonizing transportation," which won't be easy in a city where most of its 1.4 million commuting residents rely on automobiles.
The city could shrink its carbon footprint by expanding bus and rail service, adding new bikeways, and switching to solar and wind power.
"The mayor can set a powerful example by personally driving only a zero emission vehicle," said the Vision 2021 LA report developed by UCLA's Institute of the Environment and Sustainability, the UCLA School of Law's Emmett Center on Climate Change and the Environment, and the law school's Evan Frankel Environmental Law and Policy Program.
Of particular concern are so-called toxic hot spots: low-income communities such as Boyle Heights, Watts and Wilmington burdened with a disproportionate share of pollution from hazardous facilities and transportation corridors. Those neighborhoods suffer higher rates of asthma, lung disease and premature death.
Better land-use planning, increased enforcement and targeted economic development could enhance the quality of life for all Angelenos, UCLA law professor Cara Horowitz said.
"Our hope is to give people a road map showing where we should be going as a city so that they have a sense of where best to place their hopes and energies," Horowitz said.

We all see red every now and again, but imagine seeing red beyond red. Researchers have altered the structure of a protein normally found in the human eye so that it can absorb a type of red light that we cannot normally see. The new protein could, in theory, give us the ability to see reds that are currently beyond our visible spectrum.
Colour vision in nearly all animals depends on specialised chemicals called chromophores, which sit inside proteins and absorb different wavelengths of light. Specific protein structures are thought to determine the absorption spectrum of the chromophores within.
To better understand the chemistry behind colour vision, Babak Borhan at Michigan State University in East Lansing and his colleagues engineered a series of mutations which altered the structure of human chromophore-containing proteins. These structural changes altered the electrostatic properties within the protein, which in turn changed the absorption spectrum of the chromophores.
The team created 11 different artificial protein structures and used spectrophotometry ? a technology that compares the intensity of light going in and out of a sample ? to identify which wavelengths they could absorb. Chromophores within one particular protein were able to absorb red light with a wavelength of around 644 nanometres ? tantalisingly close to the wavelength of infrared light, which starts at around 750 nanometres. This was unexpected since natural chromophores have a maximum absorption of around 560 nanometres.
"We were surprised," says Borhan. "But I still don't know if we're at the upper limit of absorption yet. I've speculated about 10 times and been proved wrong."
Green tinge
If these proteins were present in the eye you would be able to see red light that is invisible to you now, says co-author James Geiger, also at Michigan State University. But since objects reflect a mixture of light, the world would not necessarily always appear more red. "Something that looked white before would now look green with your new super red vision," he says.
Marco Garavelli at the University of Bologna in Italy says that in the far future, "one could dare to foresee mutations in visual receptors that extend our ability to see colours beyond the natural spectrum". However, he points out that it is not clear how these engineered proteins would affect neural signalling in the brain.
For now, Borhan is hoping that the modified proteins might prove useful in imaging technology. To track specific cells of interest in a body, researchers can currently attach green fluorescent proteins to them that fluoresce under ultraviolet light. Replacing these proteins with those in Borhan's experiment would allow absorption of longer wavelengths of light. Since longer wavelengths can penetrate further into the body, they may give a clearer view of deeper tissues.

AMHERST, Mass. New research that relied in part on satellite images suggests that cheatgrass, an invasive species brought west by settlers in the 1800s, is one cause for the larger, hotter and more frequent range fires experienced recently in the Great Basin of the American West. The arid region covers about 230,000 square miles (600,000 km) over much of Nevada and parts of Utah, Colorado, Idaho, California and Oregon.
Bethany Bradley, a biogeographer at the University of Massachusetts Amherst, brought her expertise in remote sensing and spatial analysis to the study, which was led by fire expert Jennifer Balch of Penn State University.
Bradley used data from NASA's Moderate Resolution Imaging Spectoradiometer from
2000 to 2009 to detect burned areas to create the first land cover map for the Great Basin area. With it, the two researchers and their colleagues combined data sets, matched fire dates and perimeters with land cover data to reach their conclusions, reported in the current online edition of Global Change Biology.
Bradley, Balch and colleagues say that over the past 10 years, cheatgrass fueled most of the largest fires, influencing 39 of the largest 50. Also, fires in grass-covered lands were on average significantly larger than the average fire size on lands dominated by other types of vegetation such as pinyon-juniper, montane shrubland and cultivated areas.
Data also suggest that cheatgrass plays a role in more frequent fires. "From 2000 to 2009, cheatgrass burned twice as much as any other vegetation," Balch says.
"Although this result has been suspected by managers for decades," the authors note, "this study is the first to document recent cheatgrass-driven fire regimes at a regional scale."
Bradley points out, "One of the tricky things about fires in the West is high year-to-year variability. Grass fires tend to occur the year after a wet year, because there is plenty of dry, standing biomass ready to be burned. So trying to figure out this fire relationship you need to have a time series with enough fire years to produce a strong signal. With a full decade of data, we were able to capture the relationship."
She adds, "Cheatgrass leaves a continuous cover, which is why it may burn more frequently. The native vegetation in such dry landscapes is often shrubby and separated by bare soil, which can stop a fire, but cheatgrass forms a continuous fuel."
Balch points out that one of the consequences of more widespread cheatgrass fires is that landscapes dominated by it have a shorter fire-return interval, the time between fires in a region. For cheatgrass-dominated areas it is 78 years, compared to a 196-year interval in areas dominated by another species such as sagebrush.
"What's happening is that cheatgrass is creating a novel grass-fire cycle that makes future fires more likely," Balch explains. "Fire promotes cheatgrass and cheatgrass promotes fires. And cheatgrass-influenced fires create a difficult management challenge." They can threaten agricultural lands, residential areas as well as habitat for vulnerable native wildlife.
The new information from this study will be useful to management agencies in the West, Bradley says. "Managers have until now been trying to model fire risk under future climate and development conditions without any information on cheatgrass's influence. So now they have one more tool to introduce more information and accuracy into their models."
In the future, the research team hopes to use this regional approach to learn more about how different landscape types such as shrub, forest and wetland ecosystems respond to climate on a yearly basis. "Using remote sensing we can relate climate conditions to fire response and ecosystem phenology over time, and potentially predict how those ecosystems might be affected by consistently warming temperatures in the future," Bradley says.

CAIRO (AP) ? Several independent Egyptian newspapers suspended publication Tuesday as protesters prepared for marches amid mounting anger over the hurried drafting of the country's new constitution adopted by an Islamist-led panel.
The media protest involved at least eight influential dailies and was part of a planned campaign of civil disobedience that could bring in other industries and build on an ongoing strike by Egypt's judges.
Meanwhile, opponents of President Mohammed Morsi planned a massive rally outside the presidential palace in Cairo later Tuesday ? the latest against the draft constitution and decrees by the Islamist leader giving him nearly unrestricted powers. Morsi called for a nationwide referendum on the draft on Dec. 15.
The draft constitution has been criticized for not protecting the rights of women and minority groups, and many journalists see it as restricting freedom of expression. Critics also say it empowers Islamic religious clerics by giving them a say over legislation, while some articles were seen as tailored to get rid of Islamists' enemies.
The country's privately owned TV networks are planning their own protest Wednesday, when they will blacken their screens all day.
The controversy over the draft has widened Egypt's political crisis and deeply divided the Arab nation nearly two years after the ouster of authoritarian president Hosni Mubarak.
The country's judges have already gone on strike over Morsi's Nov. 22 decrees that placed him above oversight of any kind, including the courts. Following those decrees, the constitutional panel rushed through a draft constitution without the participation of representatives of liberals and Christians. Only four women, all Islamists, attended the marathon, all-night session.
The crisis has divided the country into two camps: Morsi and his Islamic fundamentalist Muslim Brotherhood, as well as another ultraconservative Islamist group, the Salafis, versus youth groups, liberal parties and large sectors of the public.
The opposition brought out at least 200,000 protesters to Cairo's Tahrir Square on Nov. 27 and a comparable number on Nov. 30, demanding that Morsi's decrees be rescinded. Protesters have camped out in the square for close to two weeks.
The Islamists responded by sending hundreds of thousands of supporters into Cairo's twin city of Giza on Saturday and across much of the country. Thousands also imposed a siege on Egypt's highest court, the Supreme Constitutional Court.
The court had been widely expected Sunday to declare the constitutional assembly that passed the draft charter to be illegitimate and to disband parliament's upper house, the Shura Council. Instead, the judges went on strike after they found their building under siege by protesters.

I drank this tea over quite a long session, while Xiaohu was out with Xiaoyi [his aunt] and while Xiaolong was sleeping: it later developed a solid, profound sweetness that was entirely complementary to the sensations from the opening three or four infusions.? Hints of a tobacco base begin to exert themselves, which are most enjoyable and do well to prolong the evolution of the cake.

I later added more leaves, just to see what happened: the result was increased potency without negatively affecting the outcome.? I really rather like this cake - and this causes a problem which we will discuss in a little while.

Dehong is a long (long) way off the beaten track, and it appears that there may be some quality-control problems that do not occur with Scott's cakes from southern Yunnan.? Unfinished walls are everywhere in Mainland China, particularly where the standards of living are lower than in some cities, and plaster dust / plaster chunks are everywhere.? Hmm.? I tried to remove this length of green plastic, but only succeeded in getting it to stand upright like an antenna, such was its embedding.? It looks almost natural.? Almost.

I stopped buying it around 2007, because I am a touch skeptical about its capacity to improve greatly with age; or, rather, I prefer to use the limited space that we have to store cakes in which I have more confidence.? Both the Dehong and the Wujiazhai cakes are good choices for inclusion in a "taster set" of pu'ercha: they are not orthodox, and represent some of the interesting regions of the gamut of pu'ercha.

This brings us on to the fundamental question about this tea: if I like it a lot, where should I buy it?? I happen to know, for example, that Yunnan Sourcing sells the lovely Wujiazhai cake for just $32 (?20), which is a very good price for 400g.? Therefore, we return to the opening paragraph: I suspect that this "selected samples" approach works best for customers that would not know about, or be interesting in, specialist vendors such as Yunnan Sourcing.

A red algae bloom has closed 10 beaches so far in and around Sydney and up the more northerly Central Coast in Australia during the past 24 hours.?And more beach closures could be on the way, say officials. But aside from some startlingly other-world pictures, it's not likely to scare away the tourists.
The "crimson tide," or an algal bloom that has variously been compared to shark attacks or oily tomato sauce in the Aussie media, washed up on Sydney shores earlier this week, temporarily closing famed tourist beaches like Bondi. But it doesn't seem like too many around here are worried.
Turns out the blood-colored algal bloom isn?t a result of pollution, but rather an upswelling of nutrient-rich waters that the buoyant algae can feed off. Two different blooms have apparently come from the same source and essentially floated to Sydney?s shores. Their ammonia-rich diet can cause skin and eye irritations but little else problematic, according to experts.?
"This bloom has likely occurred as a result of the upwelling of nutrient-rich deep ocean water on to the continental shelf," the Metropolitan Sydney, South Coast, and Hunter Regional Algal Coordinating Committees told media Tuesday.?They said tests had identified the algae as noctiluca scintillans or "Sea Sparkle" (for its phosphorescence) and pointed out that?most algal blooms last around a week.?
Despite the closure of Sydney?s favorite beaches on the cusp of a hot summer ? and a possible heat wave of a weekend, with temperatures predicted to pass 100 Fahrenheit ? it?s doubtful this red tide will cause any longstanding problems either for locals or the tourism industry. In addition, employers are not permitted access to social media accounts under any circumstances, including work-related investigations of misconduct or har??assment or for other legitimate business reasons. The law contains no exceptions.
Note: The law does not prohibit employers from obtaining information about employees and applicants that is in the public domain. It also does not ban workplace policies governing the use of employers? electronic equipment, nor does it prohibit employers from monitoring how employees use the employers? electronic equipment and email.
Penalties for violating law
An employee or applicant may file a complaint alleging employer violations with the Illinois Department of Labor (IDOL). After investigating the complaint, IDOL may file an action in court to enforce the provisions of the act. Employees or applicants may also file a private action in court to enforce the act.
The law provides for actual damages, costs and attorneys? fees.
Employers are prohibited from retaliating or discriminating against employees or applicants for making a complaint or instituting a proceeding under the act.
In passing this law, Illinois became the second state (after Maryland) to prohibit employers from demanding access to social media accounts. The law reflects current nationwide trends on this issue. Similar legislation has been introduced in other states including California, Delaware, Massachusetts, Michigan, Minnesota, Missouri, New Jersey, New York, Ohio, Pennsylvania, South Carolina and Washington.
In addition to these state laws, two federal laws have been introduced:
The Social Networking Online Pro??tection Act would prohibit em??ployers from requiring or re??quest??ing an employee or applicant to provide a password or other means for accessing a private email account or personal account on a social networking site.
The Password Protection Act of 2012 would prohibit employers from compelling or coercing any person to provide a password or similar information to access a protected computer that is not owned by the employer.
What it means for employers
So what are employers to do with this constantly changing legal landscape? First, immediately stop any practice that demands access to employees? and applicants? social media accounts.
Now is the time to take steps to ensure you are compliant with the law when it goes into effect. Review your policies, employment applications and any other applicable documents to ensure they do not violate the new law. If necessary, revise your documents to clarify that employer access to social media accounts is strictly prohibited.
Second, make sure that supervisors, managers and HR staff are aware of the new law and how to comply with it. Provide training so they understand the restrictions on accessing social media accounts while conducting interviews or other hiring procedures, performing investigations and taking disciplinary action.
If you have employees in several states, stay informed about the status of social media access laws that may apply outside Illinois. In addition, understand the variations and nuances in different state laws that exist today or may be passed in the future. That way, your policies and practices can be tailored to satisfy the relevant legal requirements.
